When scheduling meetings, Outlook will be using your local time by default. Let's take an example, if you are scheduling a meeting that is meant to be at 10am Paris Time, if you schedule that meeting while in London, and do not specify the meeting's time zone, it will default to London Time. Hence, the meeting will appear to be at 11am Paris Time, which would be 10am London Time.
To specify the time-zone in the meetings you schedule, please follow the following steps in Outlook.
In the Meeting Organize screen, hit the time-zone button, so that the time zone selector shows up next to the meeting time.
Once you input the meeting time, specify the time zone as well, as shown below
Now, your meeting will be showing up at the right time zone, when you are in the local time zone of the meeting, e.g. Paris.
